Abstract

Donald R. Brennan started service on the city council in 1988, when Dirk Kempthorne had been mayor for two years. Boise was coming out of the development slump that resulted from urban renewal policies that had tried to force a mall into downtown Boise. The downtown core was beginning to see reinvestment, and much of the success he attributes to Mayor Kempthorne.
