Abstract
Flip Kleffner served on the City Council from 1972-1974, a period when Boise was changing rapidly. Kleffner had experienced the pre-WWII Boise and had seen the effects of the growth. Like many cities in the nation, Boise adopted an urban renewal policy to revitalize its downtown.
